Description

In the Occitanie Region near Montpellier, local fruit and vegetable producers are encouraged to supply the public sector as part of a regional commitment to sustainable sourcing. This pilot targets the GPP system for fruits and vegetables in the Montpellier Market of National Interest (Mercadis), involving actors such as wholesale operators, producers, processors, service providers, restaurants, and the public catering sector (schools, universities, hospitals). Green Public Procurement has become a priority, aiming to reduce environmental impact while supporting agriculture.

Challenge

There is a need to optimize logistical processes and gain certifications related to sustainable logistics, such as Km0 and circular economy-based labels. Public institutions face logistical and regulatory challenges in identifying and working with local producers who meet green procurement standards. This often complicates the integration of local suppliers into public procurement systems, delaying efforts to make public sector supply chains more sustainable. The challenge also lies in improving the economic, environmental, and social dimensions of the Business Model Canvas, enhancing coordination between local farmers and public buyers.

Solutions

Key impacts of the pilot action included a significant rise in knowledge and acceptance of sustainable practices, with French participants showing a strong average satisfaction level of 4.33 out of 5 regarding VSS proposals. The pilot also identified opportunities to streamline logistics and strengthen communication channels between local farmers and public institutions, addressing coordination barriers in GPP. Adoption of business model optimizations and digital tools for tracking and managing local supply chains reached high acceptance levels (66% positive rating), indicating readiness for digital integration. This progress is expected to accelerate the inclusion of local producers in public procurement, promote the local economy, and advance the environmental and social goals of the regional GPP initiative.
